Mauritius tops Mo Ibrahim Index, but gets 'lowest ever score' in 'Overall Governance'

The latest report by the Mo Ibrahim Foundation on African governance, rates the continent as less secure than it was a decade ago. Africa is considered more vulnerable to the effects of the war in Ukraine.

“Africa’s overall governance score has flatlined since 2019, and in 2021 much of Africa is less safe, secure and democratic than in 2012,” according to the 2022 Mo Ibrahim Index of African Governance (IIAG).

The report ranks Mauritius first in the Overall Governance category, with its Indian Ocean neighbour, Seychelles, second. Tunisia, Cape Verde, Botswana, South Africa, Ghana, Namibia, Senegal and Morocco follow. Somalia, Eritrea and South Sudan are ranked last.

“The range of Overall Governance scores has shrunk from a gap of 59.2 between the highest and lowest scoring in 2012 to 56.4 in 2021. This is mostly due to Mauritius: while still ranking 1st over the whole decade, Mauritius obtains its lowest ever score in 2021 (74.9)”, the report highlighted.

Mauritius showed “increasing deterioration” in most categories: Foundations for Economic Opportunity, ‘Participation, rights and Inclusion’ and ‘Security & Rule of Law’.

Mauritius was classified as one with ‘warning signs’ with regard to Human Development.

The report advised that “governments must focus on promoting strong institutions and good leadership, for this will be critical to not only navigate these crises but the challenges that lie ahead. […]. Now is the time to strengthen our commitment to good governance. Failure to do so and we may lose -much of what we have fought so hard to achieve”, the report read.
