CEB Imposes Daily Penalty of Rs 360,000 on Corexsolar for Delay

Corexsolar International (Mauritius) Ltd has been hit with a daily penalty of Rs 360,000 by the Central Electricity Board (CEB) for failing to provide the necessary documents proving land ownership for their solar farm project.

The penalty has been imposed since November 15, 2023. The Minister of Energy, Joe Lesjongard, confirmed this information in a parliamentary session on November 21, 2023, in response to a question from Joanna Bérenger.

The Power Purchase Agreement required Corexsolar to submit the documents by November 14, but they only provided a letter of commitment and deed of ownership.

The CEB denied Corexsolar’s request for a six-month extension, citing the need to respect the agreement’s clauses. Corexsolar was unable to provide proof of clear title and possession of the installation site.

The CEB is deducting the penalties from the Rs 180 million development guarantees provided by Corexsolar on a monthly basis.

A debate arose when Bérenger requested a copy of the Power Purchase Agreement, with Lesjongard requesting him to disclose any potential interests.

Bérenger denied having any ties to Omnicane, the second-lowest bidder in the CEB’s tender.

Lesjongard agreed to submit the agreement after the investigation by the Independent Commission against Corruption concludes.
