CSG under growing criticism, calls for return of NPF

Dev Luchmun, a former advisor at the Ministry of Labour, is advocating for the return of the National Pensions Fund (NPF) and criticising the Contribution Sociale Généralisée (CSG).

He argues that the CSG doesn’t guarantee a contributory pension to private sector workers, who indirectly finance government social benefits through the CSG.

He suggested that the NPF should be reintroduced to provide private sector workers with a contributory pension at retirement, managed independently, while the universal pension should be exclusively financed by the government.

Luchmun argued that the NPF had flaws but its reintroduction would provide private sector workers with a guarantee of a contributory pension at retirement.

He also called for the elimination of the maximum base salary cap for pension contributions to provide private sector workers with a higher contributory pension at retirement.
