The implementation of the Consumer Protection (Pharmaceutical Products) (Maximum Mark-Up) Regulations in June 2023 has led to challenges for pharmacies in Mauritius.

The Pharmaceutical Association of Mauritius (PAM) has noted that the anticipated reduction in profit margins following the introduction of the “regressive mark-up” mechanism has not yielded the desired outcome.

A study by KPMG supports this observation, revealing that while some medication prices decreased as intended, others actually increased.

This situation has left pharmacists struggling, with the Association suggesting that over 50% of the country’s 417 pharmacies could potentially face closure, endangering around 1,416 jobs.

The PAM also envisions the disappearance of small neighbourhood pharmacies in favour of larger commercial ones due to this regulatory change.

Meanwhile, the issue of medicine shortages is intensifying, reaching a chronic stage. Medical professionals at the Ministry of Health and Social Security are maintaining a list of medications that have been unavailable at public pharmacies since August 8.

This dire scenario encompasses antibiotics, laxatives, antispasmodics, antidepressants, vasodilators, as well as treatments for cholesterol, hypertension, and epilepsy.

In response, health officials have reported that recent deliveries have replenished the stocks of pharmacies in clinics and hospitals, and additionally, another shipment is en route.

Despite these assurances, the persistence of medication scarcity raises concerns about the healthcare system’s ability to meet patient needs.
