Quatre-Bornes Elects 2 New Leaders to Tackle Urgent Community Concerns

Lutchmee Gungabissoon has been elected as the new Mayor of Quatre-Bornes, promising to focus on public infrastructure upgrades and urgent public health issues.

Mr Gungabissoon, a representative of the Mouvement militant mauricien (MMM), was elected yesterday in the Mauritian town colloquially known as the ‘City of Flowers’.

He will serve alongside newly elected Deputy Mayor Indira Devi Narrainen-Kayala of the Labour Party. Both officials represent Ward 1 of the municipality.

The new administration takes over from outgoing Mayor Bryan Kennoo and his deputy, Jameel Foondun, following a one-year term limit pre-agreed within the Alliance du changement (Alliance of Change).

The New Administration’s Blueprint

In his maiden mayoral address, Mr Gungabissoon outlined a vision centered on economic prosperity, safety, and community youth prospects.

“Leadership is a relay race, and I am proud to take over the baton to keep things moving forward,” he said, expressing gratitude to the MMM leadership for the trust placed in him to lead the town.

To deliver on his agenda, the new Mayor announced a forthcoming municipal action plan and launched a new transparency initiative meetings with the Mayor.

These sessions will occur quarterly to review council objectives and foster open dialogue with municipal staff.

Deputy Mayor Narrainen-Kayala paid tribute to the Prime Minister for providing women with the opportunity to serve their towns and country, identifying women as the true foundation of municipal progress.

Describing her position as a partnership, Ms Narrainen-Kayala stated, “It is, above all, a role of collaboration. It is about supporting our Mayor’s vision, working with the municipal council, and being a reliable, accessible point of contact for every resident of Quatre-Bornes.”

Outgoing Mayor Reports Financial Constraints

Former Mayor Bryan Kennoo, who was 32 years old when he took the oath of office, stated he was departing with a “sense of duty accomplished” despite significant bureaucratic hurdles.

Mr Kennoo revealed that approximately Rs 60 million was invested in the town during the 2025-2026 financial year.

He noted this investment was achieved despite a lack of funding from the central government, adding that state procedures to launch projects are heavily time-consuming.

While describing his year-long mandate as short, Mr Kennoo confirmed his continued determination to work for the welfare of Quatre-Bornes.
