Over 50% of Macaques Seized at Jin Fei Reported Dead or Euthanised

More than half of the 443 long-tailed macaques seized by authorities at Jin Fei in 2023 have died or been euthanised, according to an official government document.

Data from the Chief State Attorney reveals that as of 26 January 2026, only 192 of the primates remain alive.

Of the original group, 178 were euthanised after testing positive for tuberculosis (TB), while a further 73 died from trauma, injuries, and digestive ailments.

Legal Correspondence

The figures were disclosed in a letter dated 26 March, addressed to the legal counsel for Hammerhead International Ltd.

The company is currently engaged in a Supreme Court case against the Ministry of Agro-Industry and Food Security, with a hearing scheduled for 28 May 2026.

The statistics followed a site visit conducted by the Veterinary Services Division in January to inspect the premises where the seized primates are being held.

The document remains strictly factual, offering no judgment on housing conditions or legal liability.

Background of the Seizure

The animals have been the property of the State since March 2023, following a joint raid by the National Parks and Conservation Service and the Ministry of Agro-Industry.

During the operation at Jin Fei, 446 macaques were originally seized from Hammerhead International Ltd.

Following the raid, company director Shafeek Jhummun was arrested on charges of animal cruelty.

Mr Jhummun, who was later released on bail, has consistently denied the allegations. He maintained that the primates were:

  • Housed temporarily in fitted facilities.
  • Under the care of a veterinarian.
  • Undergoing health screenings prior to potential export.

Judicial History

Mr Jhummun previously cited a “letter of intent” from authorities and a 10-year lease for land at Le Val, which he claimed never materialised.

A provisional charge of cruelty against him was struck out by the Pamplemousses Court in September 2025.

The remaining 192 macaques continue to be held by the State pending the conclusion of the upcoming Supreme Court proceedings.
