PM Ramgoolam: GRA Had ‘Incestuous’ Mafia Links Between 2015-2024

The Gambling Regulatory Authority (GRA) developed an “incestuous relationship with the gambling mafia” and “miserably failed in its mission”, the Prime Minister has claimed.

In a scathing attack on the former horse racing and gambling regulator, Prime Minister Navin Ramgoolam told Parliament that the sector had suffered a severe decline.

The Prime Minister was responding to a question from independent MP Franco Quirin regarding the Horse Racing Integrity Division and the GRA.

Delivering a harsh assessment of the period between 2015 and 2024, Mr Ramgoolam described a “progressive deterioration of the horse racing industry”.

He attributed the decline directly to the “stranglehold of the MSM government and its associates” over the sector.

According to the Head of Government, this political interference resulted in:

  • A total loss of public confidence
  • Widespread allegations of race-fixing
  • Multiple cases of doping
  • The mistreatment of horses
  • Falling attendance figures at the historic Champ de Mars racecourse

The Prime Minister’s most virulent remarks were reserved for the GRA, which is legally tasked with guaranteeing integrity across the betting sector.

Mr Ramgoolam insisted that the institution had completely failed to uphold its mandate, pointing to deep-rooted dysfunctions within the body.
