Mauritius and India Ink Landmark $655 Million Economic Infrastructure Deal

The Mauritian Cabinet has formalised a massive $655 million (approx. Rs 31.26 Billion) economic agreement with India to fund a suite of major national infrastructure and healthcare projects.

The deal, part of the Special Economic Package 2025, establishes the administrative framework for several high-priority developments across the island.

The Memorandum of Understanding (MoU) is set to be signed during an official visit by India’s External Affairs Minister, Dr S. Jaishankar, who will be in Mauritius from 9 to 11 April 2026 for the Indian Ocean Conference.

Healthcare and Aviation Upgrades

The financing is divided into two distinct streams. The first, a $215 million (Rs 10.26 billion) grant, is earmarked for critical public services and national health. Key projects under this grant include:

  • The construction of a brand-new Sir Seewoosagur Ramgoolam National Hospital.
  • A dedicated Centre of Excellence for Ayurvedic medicine (AYUSH).
  • The establishment of a veterinary school and animal hospital.
  • The provision of new helicopters.

Strategic Infrastructure and Transport

A second, larger funding pool of $440 million (Rs 21 billion) has been secured through a mixed-financing model.

This consists of an $8 million grant and a $432 million line of credit. These funds are designated for heavy infrastructure and logistical upgrades, specifically:

  • A new Air Traffic Control tower at SSR International Airport.
  • The development of the M4 motorway.
  • The completion of Phase II of the Ring Road.
  • The acquisition of essential port equipment for the Cargo Handling Corporation Ltd.

The agreement follows high-level diplomatic engagement, including previous meetings between Prime Minister Navin Ramgoolam and Dr Jaishankar in July 2024, signaling a continued strengthening of bilateral ties between the two nations.
