Mauritius Bureaucrats Face Stern Warning Over Assignment Refusals

The head of Mauritius’ civil service has issued a stark warning to government officials over alleged “unacceptable” breaches of protocol, including the refusal of reassignments and political interference in postings.

In a strongly worded circular dated 8 August, Cabinet Secretary Suresh Seebaluck condemned what he described as a “totally unprofessional approach” undermining the integrity of the public service.

Seebaluck expressed dismay over senior civil servants and their subordinates deliberately ignoring new postings, with some allegedly encouraged or influenced by “political personalities.”

Such actions, he warned, threaten the impartiality and efficiency of the administration, which he called “the foundation of the country’s progress.”

The circular reaffirmed that promotions and transfers must follow established procedures, free from external pressure.

Seebaluck vowed to take “appropriate measures” against any repeat violations, stressing that civil servants must serve the state and citizens with strict professionalism.

The directive coincided with a series of high-profile transfers:

  • Chandanee Jhowry moves from Health to Higher Education, swapping with Navindsing Jugmohunsing.
  • Nooreena Hosany shifts from Environment to Land Transport.
  • Vijay Kumar Mudhoo, formerly at Social Integration, joins Environment.
  • Anjanee Devi Ramasamy transitions from Land Transport to Social Security.
  • Ashna Gunputh (Labour) becomes Deputy Permanent Secretary at National Infrastructure.
  • Horatio Caine is reassigned from Arts to Agro-Industry.

Seebaluck emphasised discipline and rigour as core values, urging compliance to restore public trust in the civil service.

Observers say the move signals a crackdown on long-standing informal influence in bureaucratic appointments.
