An internal memo at casinos managed by the State Investment Corporation (SIC) sparked strong reactions from employees. The controversy centered on the appointment of an Acting HR & Administrative Manager without an open call for applications.
Initially, the SIC’s Caretaker Board announced the appointment of an employee to this temporary role on a monthly basis, without a formal recruitment process.
This decision was made to ensure continued HR management while the SIC’s full board was being formed.
The appointment was described as exceptional and provisional, following the reassignment of responsibilities from the former Training Manager.
However, shortly after the memo was circulated, the SIC’s Caretaker Board intervened, clarifying that they prefer the new full board to issue a call for applications for the position.
They confirmed that the initial appointment was temporary and not a formal promotion.
Some employees expressed frustration over what they saw as opaque and informal hiring practices, and this reversal was welcomed by those seeking greater transparency.
The SIC explained that the temporary appointment was meant to maintain HR functions during the interim period until the full board is operational.
