Domaine de Labourdonnais Ltée has submitted an environmental impact assessment (EIA) for a high-end residential development at Labourdonnais, North Mauritius. The project, covering over 15 hectares (15 hectares and 8,518 m²), proposes 136 residential plots, along with several green spaces and modern infrastructure.

Development Details and Location

The EIA report, prepared by KDA Geosystems Ltd on behalf of Domaine de Labourdonnais Ltée—the owner of the renowned Château de Labourdonnais—was submitted to the Ministry of the Environment.

The proposed development is situated near Mapou, Belle-Vue, and Cottage, and falls under the 2004 guidelines for residential subdivision projects.

The plan outlines the division of the site into 136 residential plots, ranging from medium to large in size, and includes some “affordable” parcels.

The proposed amenities feature four green spaces, a guard post, and a dedicated “green forest” plot.

Infrastructure is set to include underground networks for water, electricity, and telephone, along with paved roads, sidewalks, and street lighting.

Land Use and Exemptions

The land, currently owned by Domaine de Labourdonnais Ltée, is predominantly used for sugarcane cultivation (14 hectares and 435 m²), with the remainder being former uncultivated quarters.

A land conversion permit has been granted by the Ministry of Agro-Industry and Food Security.

Crucially, this permit exempts the developer from the conversion tax, citing section 31(a) of the Sugar Efficiency Act 2001, as modified by the Finance (Miscellaneous Provisions) Act 2023.

Site Context and Surroundings

The location is described as being outside the official authorised development limits set by the Outline Planning Scheme for the Rivière-du-Rempart district.

It borders surplus land belonging to Domaine de Labourdonnais Ltée, a section of the Mapou Shree Kali Mata Mandir (Kalimaye) temple land, and a 25-metre buffer from the centre of the old railway line.

Access to the estate will be primarily via a 7-metre-wide road connecting to the Beau Plateau Road (B43). The site is also said to have easy connectivity to the M2 motorway.

The developer asserts that the site contains no endemic flora or fauna, is not of ecological interest, and has no monuments nearby.

Furthermore, no sensitive zones, such as wetlands, streams, or springs, have been identified on the property.

Key landmarks within a one-kilometre radius include:

  • International Preparatory School (200m to the west)
  • École du Nord (400m to the west)
  • Domaine de Labourdonnais headquarters (300m to the north)
  • CARE medical centre (300m to the north)
  • Labourdonnais Sports Club (500m to the north-west)
  • Mapou village (1,000m to the south)
