Mauritius and India Boost Relations with 9 New Strategic MoUs

A series of new agreements are set to be signed between Mauritius and India during the Mauritian Prime Minister’s state visit to India, from 9 to 16 September. The accords, spanning areas from space exploration to community development, aim to strengthen historic ties and open new avenues for strategic collaboration. This was announced following a Council of Ministers meeting on Friday, 5 September 2025.

Key Agreements and Their Focus

Among the most significant deals is the second phase of the Small Development Projects, a memorandum of understanding (MoU) worth Rs 500 million (approximately £8.8 million) earmarked for high-impact community initiatives.

These projects will focus on creating infrastructure in education and basic healthcare, as well as broader community development.

Priorities include promoting livelihoods, developing skills, and supporting renewable energy, environmental preservation, and the empowerment of women and children.

An additional MoU on energy sector cooperation will be signed between the two governments.

This agreement will address energy security and transition, planning, production, and natural gas transmission.

It will also cover renewable energy, energy efficiency, institutional capacity building, and the digitisation of the energy sector.

Research and Digital Collaboration

In the field of science, an agreement is planned between India’s Council of Scientific and Industrial Research and the Mauritius Oceanography Institute.

This will facilitate joint research and education in marine science and technology, including the exchange of researchers and expertise.

The collaboration will also involve work on hydrocarbons and seafloor minerals within Mauritius’ Exclusive Economic Zone (EEZ).

A separate MoU will be signed between the Ministry of Public Service and Administrative Reforms and Karmayogi Bharat (India) to establish a digital ecosystem for continuous professional training.

The initiative aims to enhance knowledge sharing, integrate digital solutions, and promote sustainable skills development.

Further Agreements and Renewals

During the visit, two MoUs will also be exchanged between the University of Mauritius and the Indian Institute of Technology, Madras.

Furthermore, the existing Technical Cooperation Agreement for the establishment of a telemetry, tracking, and telecommunication station for satellites and launch vehicles will be renewed. The MoU for cooperation in hydrography is also set for renewal.
