Six Retirement Homes Probed for Allegations of Abuse, Violations of Care Laws

Authorities have launched an investigation into six retirement homes suspected of operating illegally, following a call from Social Security Minister Ashok Subron urging the public to report unlicensed care facilities.

On May 26, the Ministry of Social Welfare announced that inspection teams had been dispatched to examine these homes. The teams are assessing whether the facilities are properly licensed, complying with existing regulations, and providing adequate living conditions for residents—including verifying the number of inhabitants.

A comprehensive report on the inspection findings is currently being prepared.

Minister Subron’s appeal to the public came in the wake of troubling reports involving two residents at Fieldview Care Home in Mon-Goût. The residents, aged 63 and 70 and suffering from Alzheimer’s disease, were allegedly subjected to mistreatment at this illegal establishment.

Residential Care Homes Act

Under the Residential Care Homes Act, operating a retirement home without proper registration is illegal. Specifically, Article 8 of the law stipulates that no individual or organization may run such a facility without a valid license.

Legal penalties for violations are significant. Offenders face fines ranging from Rs 25,000 to Rs 100,000, and could face up to five years in prison under Section 26(1) of the Act.

The investigation aims to ensure the safety and well-being of vulnerable elderly residents and to strengthen enforcement of regulations governing care facilities.
