DPP Greenlights Prosecution of Chavansingh Dabeedin & 3 Others in Corruption Case

Chavansingh Dabeedin, a senior official at the Central Electricity Board, now faces prosecution in the Financial Crimes Division, following a significant development in an ongoing investigation into money laundering and corruption. The Director of Public Prosecutions (DPP) has given the green light for the Financial Crimes Commission (FCC) to file charges against Dabeedin and three others in what promises to be a pivotal case in the fight against financial crime.
The FCC’s recent decision comes after a formal request for the DPP’s intervention, made by Dabeedin’s legal counsel.
Upon reviewing the prosecution’s file, the DPP concurred that there were sufficient grounds to initiate legal proceedings.
Consequently, on 25 March 2025, the FCC lodged accusations of money laundering and corruption against Dabeedin, Philippe Alain Hao Thyn Chuan Ha Shun, Brahmadutt Sewpal, and Dharamraj Deenoo.
In a courtroom session on Tuesday, 8 April 2025, defence lawyers indicated that they had no preliminary issues to raise.
The case is set to be called again on 24 April 2025, when the four defendants will have the opportunity to enter their pleas of either guilty or not guilty.
Chavansingh Dabeedin faces a formidable 12 counts of corruption and 13 counts of money laundering.
These alleged offences are said to have occurred during his tenure as the Transmission and Distribution Manager at the CEB, between March 2016 and July 2018.
Meanwhile, Philippe Alain Hao Thyn Chuan Ha Shun, the former director of PAD&Co Ltd, is confronted with 15 counts of corruption in connection with crimes that purportedly took place from March 2016 to February 2018.
Brahmadutt Sewpal, an Area Manager at the CEB, has been accused of “bribery by a public official” for incidents occurring on 7 November and 22 December 2016.
In contrast, Dharamraj Deenoo, a former Deputy Permanent Secretary at the Ministry of the Environment, stands accused of “receiving a gift for a corrupt purpose.”
This case underscores the role of the DPP in safeguarding the integrity of the justice system.
