The latest Henley Opportunity Index highlights how a blend of quality education and the right to residency and citizenship through investment can open doors previously thought unreachable for future generations. Despite Mauritius claiming the 26th position, our score of 35% falls dramatically short of the leader’s impressive 84%.

This week, Henley & Partners unveiled the 2025 edition of the Henley Opportunity Index, now in its second year.

This vital tool quantified the benefits that arise from combining quality education with expanded residency and citizenship rights.

It assessed the global investment migration programmes based on six key factors: quality of education, job prospects, income potential, career advancement, economic mobility, and quality of life.

The existence of an index like the Henley Opportunity Index serves to illuminate the substantial impact that strategic migration can have on families worldwide.

Consider, for instance, a Vietnamese family whose opportunity score in their home country stands at a mere 29%.

Through the EB-5 visa programme in the United States, which allows for residency by investing $800,000 in a targeted employment area or rural zone, this family could elevate their chances of success to an astonishing 78%.

This striking statistic underscored the transformative power of migration, reshaping future prospects and offering hope to those seeking a better life.
