Ex-CEO Returns to Shake Up Gambling Authority

Divya Ringadoo has made a notable comeback to the Gambling Regulatory Authority (GRA) as its Chief Executive Officer (CEO). She received her appointment letter on Tuesday, January 14 and officially assumed her new role on Wednesday, January 15.

This is marking Ringadoo’s second tenure at the GRA; she previously served as CEO for nearly four years, from 2016 until 2020.

Her return is focused on reconstruction efforts aimed at revitalizing the horse racing industry and restoring its former prestige.

The Prime Minister’s Office endorsed her appointment.

Ringadoo’s departure from the GRA in 2019 came after her term was not renewed following the general elections.

This coincided with the onset of challenges for the Mauritius Turf Club (MTC), as well as the increasing influence of Jean-Michel Lee Shim in the racing and betting industries, and the emergence of People’s Turf PLC in the equine scene.

With the MTC’s resurgence being a key electoral promise from Prime Minister Dr. Navin Ramgoolam, Ringadoo has been selected to guide the GRA towards stability.

In her new role, she faced the significant challenge of ensuring that the horse racing season commences smoothly after two difficult years marked by infrastructural decline at Champ de Mars.

Defi Media sources indicated that the horse racing season is set to begin in the first week of June.

However, several trainers, including those returning after the regime change, have yet to receive their licenses, and many new horses are still not on-site.

Despite these challenges, there appears to be a collective confidence at both the GRA and the MTC regarding overcoming these hurdles.

Among the key initiatives that Ringadoo will spearhead at the GRA is a comprehensive overhaul of the racing industry to enhance its credibility and rebuild trust among punters, while also intensifying efforts against illegal betting practices.

Additionally, the regulatory framework governing the gaming industry is also slated for a review.

In terms of personnel changes at the GRA, Veeshal Chumroo has been appointed as Chairman, effective January 9, and reports from Radio Plus indicated that lawyer Neelkanth Dulloo will also join the board of the GRA.
