Crisis Deepens for Casinos Managed by State Investment Corporation

The casinos managed by the State Investment Corporation Ltd (SIC) are grappling with a new crisis, already weakened by years of debt and financial instability. A noticeable decline in customer patronage has intensified this crisis, exacerbated by stringent regulations and rigorous controls that deter even the most loyal players.
In response, the Casino Employees Union (CEU) is urgently seeking a meeting with the Finance Minister and Prime Minister, Navin Ramgoolam, to address the escalating concerns.
Casino employees are sounding the alarm over a deteriorating financial situation. A representative from the union noted:
“While the Grand-Baie casino has long been known for its losses, the large Domaine Les Pailles casino is unfortunately following suit.”
Since its affiliation with the General Workers Federation, the CEU has initiated several efforts to address these troubles, but challenges persist.
With a steady decline in clientele, profits have taken a significant hit.
One union member revealed:
“On nights when two or three high-stakes players win up to Rs 500,000, the losses become unbearable, especially with decreasing attendance.”
Several factors contribute to the waning interest of players in these casinos.
A lack of professionalism among certain employees has been criticized. “We have repeatedly observed rude behavior towards customers, tarnishing the gaming experience,” another CEU member stated.
However, the primary obstacle appeared to be the 10% tax on winnings.
Players are required to present identification, register, and pay this tax, leading many to prefer anonymity and shift their patronage to less regulated establishments.
The implications of this situation are dire for employees, who fear for their job security. One union representative remarked, “Since 2005, the situation has deteriorated to the point of chaos.
Political pressure and partisan appointments have only worsened the issues.” A letter sent to the Finance Minister condemned the inappropriate leadership and decisions made by individuals lacking the necessary experience and skills.
In an attempt to turn the tide, the CEU has proposed several recommendations:
- Appoint an independent international expert to manage the casinos based on global best practices.
- Decentralize management by holding each department accountable.
- Open new casinos in strategic locations such as Flacq, Cascavelle, and Bagatelle.
- Reduce the gaming tax or consider a temporary exemption.
Additionally, they recommend establishing a Justice Committee to investigate cases of harassment, discrimination, and abuse faced by employees.
“It is crucial to restore employees’ rights and create a fair working environment,” stressed a union member.
Given the multitude of challenges facing these casinos, swift and decisive action is essential to save the SIC casinos and safeguard the jobs of hundreds of workers.
