Unprecedented Police Deployment for General Elections
In anticipation of the upcoming general elections on November 10, authorities are implementing an unprecedented police deployment aimed at ensuring the integrity of the electoral process, as well as a transparent and peaceful voting experience. This comprehensive strategy will cover all 21 electoral constituencies and mobilize additional forces across more than 340 polling stations to facilitate a smooth democratic exercise.
As one of the most highly anticipated elections in recent years approaches, police are employing a vast security strategy, led by Commissioner of Police Anil Kumar Dip.
This plan will entail an extensive deployment of personnel and resources, with special emphasis on maintaining order and coordination.
The security plan consists of three operational levels: national, divisional, and local.
It includes contributions from several specialized units, such as the Special Mobile Force (SMF), the Special Supporting Unit (SSU), and the National Coast Guard (NCG), all of which will play crucial roles in ensuring public safety.
Level 1: General Mobilization of Forces
Beginning on October 11, the first level of security involves increased patrols throughout each constituency.
Roadblocks and Quick Response Teams (QRT) will be established to continuously monitor public events related to the electoral campaigns, allowing for immediate intervention in case of any incidents.
Nighttime gatherings, which are particularly sensitive, will receive heightened scrutiny, with clear directives for each patrol to ensure public safety.
Level 2: Staff Reinforcement in Divisions
In the second phase, the 21 regional divisions will receive additional personnel and technical resources.
This enhancement aiming to provide closer monitoring of electoral meetings and parades.
Local police will work closely with headquarters to ensure a rapid response to any incidents, even in rural areas, thereby preventing intimidation and violence.
Level 3: Coordination of Police Stations
The final level focuses on the coordination of police stations, which will receive real-time information via Safe City, a network of surveillance cameras positioned at strategic locations nationwide.
With this system, police stations can anticipate potential disturbances and deploy rapid intervention teams before tensions escalate.
This technological framework aiming to maintain a proactive approach to security and foster a peaceful atmosphere throughout the electoral process.
Identified Critical Intervention Times
The police have pinpointed sensitive time frames where the risk of violence or clashes is heightened, particularly between 5 PM and 9 PM, coinciding with campaign-related gatherings, door-to-door outreach, and conventions.
“This is when minor incidents related to the election campaign, such as provocations or verbal abuses, are most likely to occur,” the document noted.
However, the most precarious period is identified as between 9 PM and 4 AM, characterized by increased movement of notable figures and individuals armed with offensive weapons, leading to potential clashes, property damage, and the posting of illegal campaign material.
To counter these risks, law enforcement will implement strengthened patrols, entailing the deployment of specialized units like the SMF, SSU, NCG, and QRT.
From 4 AM to 10 AM, following a typically tumultuous night, swift actions will be necessary in response to any election-related incidents.
“Offenders who evade nighttime oversight will be addressed by special teams at the divisional level,” explains Commissioner Anil Kumar Dip.
These teams will promptly intervene to manage disturbances, threats, insults, assaults, obscene markings, weapons possession, public order offenses, and property damage, among other issues.
“These offenders must be apprehended and brought to justice,” Dip emphasized.
Force Elections Tactical Operations Room
To ensure transparency in all operations, the police have established two command centers: the Police Information and Operations Room (PIOR) and the Force Elections Tactical Operations Room (FETOR).
Both units will coordinate with divisional and local police stations to manage all interventions and maintain operational efficiency.
Commissioner Anil Kumar Dip has strongly reminded all law enforcement officers of their duty to uphold impartiality and professionalism.
“Elections are a democratic exercise, and every effort must be made to guarantee their free and fair execution. I expect each of you to demonstrate a very high level of discipline, commitment, and dedication. Your conduct must remain professional at all times. You must carry out your duties fearlessly and without bias, favoritism, affection, or animosity,” he asserted.
