Free University Education Program: 5,700 Beneficiaries Costing 2.3 Billion Rupees

Five years after its launch, the Free Tertiary Education Scheme (FTES) in Mauritius has had a significant impact on access to higher education, allowing over 35,000 students to earn degrees without the burden of tuition fees. This initiative is also attracting an increasing number of professionals seeking to further their education while continuing their careers.

Introduced in 2019, the FTES has received significant government funding, costing the Mauritian state approximately 2.3 billion rupees over the past five years, according to the latest figures from the Ministry of Education and Higher Learning for the fiscal year 2022/2023.

The program has played a crucial role in making higher education more inclusive, expanding access to a broader segment of the population.

“Previously, tuition fees posed a barrier for many families. Now, the elimination of these costs has enabled numerous young people to pursue their academic ambitions, regardless of their financial situation,” stated a source familiar with the initiative.

The ministry also observes that the FTES has created unique opportunities for individuals already in the workforce by allowing them to study part-time.

“Thousands of professionals have been able to commence or continue their studies while maintaining paid employment.

This not only enhances the skill levels within various sectors but also helps the labor market adapt to a constantly evolving environment,” the source added.

From its very first year in operation, 2019, the FTES demonstrated tangible results, notably an increase in enrollments at public higher education institutions.

For instance, the Open University of Mauritius reported nearly 2,000 new registrations in 2019, reflecting an increase of more than 50% compared to previous figures.

“This trend was mirrored in other institutions, such as the University of Mascareignes, which experienced similar growth,” noted officials from the Ministry.

The FTES is not limited to traditional universities like the University of Mauritius or the University of Technology Mauritius.

It also encompasses a wide range of institutions offering specialized and technical training, including the Mauritius Institute of Training and Development (MITD), Polytechnics Mauritius, and other establishments focused on fields such as health, education, and design.

The completion of the FTES marks a significant milestone in expanding educational opportunities in Mauritius, fostering a more educated workforce and contributing to the country’s overall economic development.
