On Monday, September 23, 2024, the case initiated by Vivay Kanum Pursun, a resident of Quatre-Bornes, was heard before Chief Justice Bibi Rehana Mungly-Gulbul. Pursun has filed a request for a writ of mandamus, urging the Supreme Court to order the Independent Commission Against Corruption (ICAC) and the police to summon Attorney General Maneesh Gobin for questioning.

This summons is sought in relation to bribery allegations made by Ajay Jeetoo and Keegan Etwaroo regarding the allocation of 250.76 hectares of state land to the Eco Deer Park Association.

During the hearing, Pursun’s lawyer, Me Sanjeev Teeluckdharry, presented a revised version of his judicial review application.

Notably, the request has shifted its focus from the defunct ICAC to the Financial Crimes Commission (FCC). The writ of mandamus is now directed at the FCC and the Commissioner of Police (CP).

The defendants in the case include Maneesh Gobin, former Parliamentary Private Secretary Rajanah Dhaliah, Harryduth Ramnarain, Prime Minister Pravind Kumar Jugnauth, and the Director of Public Prosecutions (DPP).

The matter is scheduled to be heard on Wednesday, September 25, 2024, before Judges Karuna Devi Gunesh-Balaghee and Denis Mootoo, who will consider objections raised by CP, Maneesh Gobin, Prime Minister Jugnauth, and Rajanah Dhaliah.

These objections include claims that Vivay Kanum Pursun lacks the legal standing (“locus standi”) to file such a motion.
