2 Mayors Vacating Office: A Step Closer to an MSM-PMSD Alliance

In a significant political development within the local governance of Mauritius, recent directives have led to the impending removal of two mayors from their positions. Olivier Barbe, a notable figure, is reportedly interested in the role of mayor in Beau-Bassin–Rose-Hill, while Ivan Collendavelloo has expressed support for David Utile’s re-election in Rose-Hill.

On Friday, 16 August, an order was issued for the mayor of Beau-Bassin–Rose-Hill, Rajeneedavee Mootoo Caroopen, and the mayor of Curepipe, Divika Pabaroo, along with their respective deputies, Jay Krishna Choolun and Samy Chellen, to vacate their offices by the next day.

This directive is believed to have originated directly from the Prime Minister’s office, with sources indicating that Fazila Jeewa-Daureeawoo, the Minister of Social Security and Deputy for Stanley–Rose-Hill, played a notable role in persuading the mayors to step down.

When approached for comments regarding her involvement, Jeewa-Daureeawoo declined to disclose any details, stating, “No comment.”

The news of these changes has left many Curepipe councilors unaware of government maneuvers, while those in Beau-Bassin/Rose-Hill appear to be more informed.

Reports suggested that the ruling Mouvement Socialiste Militant (MSM) is preparing to facilitate the appointment of at least one member from the Parti Mauricien Social-Démocrate (PMSD) to lead the Beau-Bassin/Rose-Hill municipality.

The PMSD currently holds seven seats in this municipality and has been in opposition since the political rift between the MSM and PMSD in December 2016.

However, the leader of the PMSD, Xavier-Luc Duval, expressed skepticism regarding these developments, stating that he has no information on the matter and would be surprised if the reports were accurate.

Despite a lack of official communication, several councilors from Beau-Bassin–Rose-Hill have sought clarity from the PMSD leadership, but have been told it is too early to provide further details.

Various high-ranking members of the PMSD remarked that while discussions are ongoing, no definitive decisions have been made.

Olivier Barbe’s interest in the mayoral position adds another layer to these unfolding dynamics. Attempts to reach Barbe for a comment were unsuccessful.

Rajeneedavee Mootoo Caroopen expressed her sadness regarding the directive, emphasizing her commitment to her party and her unexpected disappointment at the turn of events. “I did not anticipate this directive.

Typically, a mayor serves a two-year term, and I am only halfway through mine,” she lamented.

She acknowledged her loyalty to her party but admitted to feeling let down upon discovering the underlying reasons for her ousting.

The sense of urgency from the MSM’s leadership is evident as they seek a quick transition, despite Mootoo Caroopen’s desire to delay her departure in order to oversee a national and regional mayors’ conference.

In contrast, the situation surrounding Jay Krishna Choolun, a member of Muvman Liberater, remains uncertain as he has opted not to comment.

However, insiders from his party claim that the MSM has once again attempted to impose an unfavorable decision upon them.

Ivan Collendavelloo, who has been reportedly discontent with the situation, seeks the return of David Utile as the next mayor of Rose-Hill.

Meanwhile, news of the changes reached several Curepipe councilors on the following morning.

Mayor Divika Pabaroo declined to provide comments, stating, “At this stage, I cannot say anything.” Reports suggested that she has not yet made a decision regarding her exit.

Her deputy, Samy Chellen, is also an MSM member. The PMSD, which had eight elected representatives in Curepipe during the 2015 municipal elections, is currently navigating a transition as they have yet to fill the vacancy left by Olivier Permal, who has joined the Nouveaux Démocrates.
